Me:  "I have a list of questions about the operation for Doctor Kert. I think I need to see her once more." Secretary:   "Oh, no. There is no need at all. I will send this back to you when Doctor Kert has answered all your questions."

August 17. 2004 My right eye started tearing up often 9 years ago. Recently the problem has become so severe that my vision was even blurred, forcing me to cut back on reading time. Intuitively, I knew it might be a blockage of the tear gland. In Hong Kong, I have gone through quite a few eye doctors who were so-called experts in their fields, at least the certificates hanging in their offices indicated so. However, the diagnosis were all disappointingly the same, "it's just an aging problem." None of them spent more than 5 minutes with me in terms of face time, and the checkup process seemed quite casual. The only difference was the kind of medicine I was given at each doctor visit, although the billing amount were always in the range of several hundred AUD equivalent.

After my arrival in Brisbane, I did a thorough checkup of my right eye and confirmed that the tearing problem did originate from the tear gland blockage, and could be fixed through a minor operation. My Australian doctor informed me that had such a problem been addressed a few years earlier, an operation would have been entirely unnecessary.

Based on my observation, there are two serious shortcomings of the Hong Kong medical system compared to the other developed areas. Firstly, doctors in HK are allowed to prescribe AND sell medicine in his clinic, which is strictly banned in the US, Canada, UK or Australia. Prescription drugs are only obtainable at separate pharmacies. Such a measure aims to avoid conflict of interest so that the doctor won't be motivated to prescribe the most expensive medicine he carries at his clinic.

Secondly, the penalty for malpractice in HK is way too lenient. The legal consequences for proven medical malpractice elsewhere can lead to enormous damages that will bankrupt the doctor personally. However, the worst that a HK doctor can encounter is to have his license suspended. Only by matching the risk to the highly lucrative and prestigious medical practice can we be assured of the professional integrity of our doctors.
